Such arrests, he asserted, are not criminal arrests, and should not be used as such. Hughes’ bipartisan civil rights committee has recommended that a state agency be set up to handle the selection, train­ ing and placement of appren­ tices in trade unions to offset aHeged bias, but made no move to endorse housing, education and employment recommenda­ tions. A proposal to add a new, strong amendment to the state’s anti- discrimination law on the pre­ vention of bias in the sale or rental of homes was made along with recommendations to im­ prove educational opportunity for racial minorities.
