St ee Editorials Rocky’s Role Governor Nelson Rockefeller is committed to the passage of legislation in this session of the State Legis­ lature that will guarantee workers in voluntary hospi­ tals the right to collective bargaining. The Governor, in keeping with a promise made directly to these workers, has introduced, and is now lighting for the passage of this legislation. He has opposition. It is a deep dark insidious type of opposition that makes it difficult for men of clean minds to readily recognize. To say the least there is quite a bit of skulduggery over this legislation being carried on within the ranks of labor itself. But since the legislation, if passed, would directly benefit a large segment of working people in New York State it is easy to see why certain labor leaders who are opposing it for selfish reasons have refused to come . out in the open and show their hands. Suffice it to say that some of the state’s top labor leaders are attempting to stab a large group of Negro and Puerto Rican hospital workers in the back without letting any one know who’s holding the knife. But these are the intricacies of adult politics and if one is to actively engage in politics or become a real political leader he must be able to recognize such skul­ duggery and rise above it and overcome it. » Thus, in the case of the Governor, if he is to main­ tain the leadership role he already has assumed, and rise to the greater leadership role, of which many people are convinced he is capable, he cannot afford to allow himself to be bogged down in this quagmire of little men as they try to hold back their own under the false belief that they themselves have already reached the promised land. — This legislation is needed and the Negro and Puerto Rican minority are looking to Governor Rockefeller to make it available to them. The Red Cross d This year the Red Cross observes its 100th anni­ versary. In the past century, the Red Cross on a field of white has silenced guns in a multitude of battles. In peace, it is the universal symbol around which we rally to aid and comfort the victims of earthquakes, floods, storms, and other natural disasters. Although charged by Congress with specific re­ sponsibilities (to aid members of our armed forces « and disaster victims), our RED CROSS relies solely upon our voluntary support. This March, again proclaimed Red Cross Month by the President of the United States, is the time for us to reaffirm our belief in its aims. Let us take this opportunity to assure that, Whenever or wherever it is needed, the Red Cross will be there. ■i«) Chiropractors la The medical men of the State of New York have Hghtfully and consistently fought against the licensing of chiropractors in the State. •'r These doctors know, as other informed citizens know, that the licensing of chiropractors will give a •New York state stamp of approval to a form of medi­ cal quackery which many unthinking people will come 'to look upon as the practice of medicine. Hi It is the responsibility of the informed people of the State to see to it that the uninformed people are not duped in such a manner. That responsibility begins with the governor of the State. This newspaper calls upon Governor Rockefeller to use the weight of his office to defeat the chiropractic bill in the State Legislature and if he is not able to defeat it there, to veto it when it comes before him r« h, Milestones c; Let the record show that in Durban, South Africa on March 11th in the year of our Lord, one thousand bine hundred and sixty-three, a 67 year old Dutch-born White man was charged under the Immorality Act for cohabiting with a 48 year old Zqlu woman with whom >he has been living for 25 years and who has borne him six children and who is now a grandmother. The only charge is that the man is white and his wife is black. Historians please note! This Week In Wall Street* By Philip M. Jenkins, Investment Broker President of Special Markets Inc., One of the interesting characteris-j tics of Mutual Funds is their lack of sensationalism. While the stock market makes the front pages with its dramatic | ups and downs, the Funds slog quietly along, seldom in the news, but usually increasing in value through compound- i ing under the full-time guidance of pro-! fessional management.. Historically, neither the Funds nor jenkins their shareholders have shown any inclination to panic during market crises. In fact, according to Anthony R. Scalza of United Press International, “The Mutual Funds must be given credit for providing a tangible ballast that went far in stabilizing the stock market in the final three days of May (the peak of the ’62 sell-off).” Through the years, frequent “down-the-nose” com­ ments haye been heard about Funds being alright for small and unsophisticated investors, but William A. Doyle, whose column “The Daily Investor” appears in a Metropolitan daily, has stated that “Mutual Funds, long considered to be investments for the “little guy” who has no access to individual professional invest­ ment advice, are becoming increasingly popular with what must be classified as “smart money” ihvestors. These are the institutional, business and fiduciary investors who normally are thought to make their in­ vestment decisions on their ovn or through personal professional investment advisers.” PHILOSOPHY According to the Investmint Company Institute, such investors now hold nearly JDO thousand Mutual ac­ counts withja value of over 1% tillion dollars. Forbes, the semi-monthly magazine of business and finance and a Wall Street bel-seller, recently pin­ pointed the basic Mutual Fund philosophy in two sentences. “A properly sold Mutual Fund never prom­ ises to make anybody rich. It limply offers him a broadly diversified managed equity stake in the U.S. economy”. In a recent speech before the American Finance Association, Dorsey Richardson, President of the In­ vestment Company Institute said “It'the Mutual Fund) is the only medium through which the ordinary indivi­ dual of limited means can venture itto the ownership of equity securities with the measurt of protection af­ forded him by wide diversification and continuous ex­ perienced supervision. It is the unique way in which a man with a few dollars can obtain essentially the same type of owner­ ship as the man with millions'’. ._____ The Mutual Fund plan with insurance has caught the fancy of thousands of investors, and will be con­ sidered, pro and con, in a future column. d.th, Ham2ton Holmes, Charlayce Is a vicious lie. The majority? think I have something to say. Taxation Exclusions Vs, Deductions By R. J. MEADDOUGH To understand exclusions or deductions, a taxpayer should first be aware of the refining process by which his income be­ comes Taxable Income and, finally, Income Tax. The diagram shows the refining in the form of fil-j ters; as you can see, the amount at the bottom is much smaller than the! amount at the start. Meaddough Total income isj all the money that’ you get during the year. The calendar or taxable first filter-exclusions — refers to those types of income which have special privileges. Income from state and municipal bonds, for example, is not taxable, nor is pay you receive while sick in bed. This means, I presume, that, the rest of us are penalized be­ cause we are well, but we'll forgive that because of our hu- manitarian instincts. A more dis­ tressing exclusion, however, is the 25% tax limitation on capital gains (stocks, sale of real prop­ erty, etc.) which is a result of the government refusal-to “rec­ ognize” half of the income or to tax the other half more than 50%. Total Income less Exclusions leaves Gross Income, the famous “line 9” of the tax return (1040, 1040A). At this point deductions must be declared, and you re­ member that you have a choice of itemizing or taking the standard deduction of 10%. Remember this difference, we’ll come back to it later. Gross Income less Deductions equals Adjusted Gross Income, and at this point we can declare personal exemptions for our­ selves, our children, parents.and other dependents. I will note, in passing, the additional exemp­ tion for those over 65 and an extra exemption for the blind. I have no complaint about care for the aged or the blind, but a dis­ pensation for any special group reinforces the claims of all other groups for special consideration. Adjusted Gross Income minus Exemptions leaves Taxable In­ come, that is, the amount to which the tax is based. Technically, this should be the final filter, but the split income feature, which was discussed earlier, brings the tax to its unreducible level. With respect to Exclusions, re­ member that such income is not reported. thus frequently needs no proof. Regarding Deductions, remember that you have a choice of form of deductions, that they can be questioned, and that the burden of proof is on the taxpayer. Therefore, since Deductions are often estimates which may or may not be accurate, and cer­ tainly can’t be proven, the trick of the matter is to exclude as much of your income as possible and then take the Standard De­ duction. Never forget to compute your tax by every’ applicable method and pick the best one available. Leave 'Em Out Sir: The other day while look­ ing for a book in a midtown store, I passed through the sports section, which had a large dis­ play of books on baskdtbail. That is to say, they were on technique, ”4rather than on famous personali­ ties. I picked up one and idly thumb­ ed through it, and was astonished to see that not one Negro player was represented in any of the illustrative photos, either illus­ trating the play or in the back­ ground, or even sitting on the bench on the sideline. In glanc­ ing through the remaining books on display. I discovered that not one included a single photo of a Negro player. First it seems ridiculous since so many of the great players, both college and professional, are.Negroes and should be rep­ resented. I do not necessarily think there should be a given percentage of Negro and another of white players, for If all the phases can be better Illustrated by Negro players, then all the illustrations should be of Negro players. Secondly, It must have taken some culling among photos to find shots of the teams repre­ sented in which no Negro players appeared, even in the back­ ground. In some cases there were photos of teams which do have first string Negro players who could better illustrate the points » than those pictured, who must Support be third-stringers or locker-room attendants. A small point? Perhaps, but it Illustrates the larger problem, also characterized by the virtual omission of Negroes from Ameri­ can history books used in public schools, the failure to use Negro actors in movies and television, at least as extras In crowd scenes or in roles other than maids and chauffeurs, the reluctance to use Negro models, fashion and other­ wise, by New York advertisers who don’t even have the flimsy excuse that they are afraid of losing the southern market. On that subject, I wonder when some national brand name prod­ ucts will decide that perhaps some Negro celebrities can sell •heir cigarettes, beer, breakfast food, etc. south of 110th St., or in Life and Look as well as in magazines whose primary circu­ lation is among Negroes. That old expression, "They aren't ready yet", still applies, but it applies as it always has to the white rather than to the Negro. Evidently, Judging from the truculence of some adver­ tisers anjl book pubttshers, they want the next millenium to get ready. Powell has ac­ complished, the many terrible things he has endured, and even the need for a colorful, flam­ boyant personality in a grim and ugly world, still there is an even greater need, and that Is excel­ lence. When any group or person needs to come from behind, whe­ ther it is the unions, or women and their rights, the African na­ tions, the American Indian, the American Negro, or the fourth man In an indoor mile competi­ tion, one thing is needed more than anything else and that is excellence. Teenage Conduct Sir, After reading your article concerning the beating of a teen­ age girl by a housing policeman, I am very annoyed at the failure of this newspaper to get the rea sons behind the so-called beating, by failing to get a statement from the officer in question. I am a resident of a city hous ing project and have heard how these teenagers talk to these patrolmen and when they have been reported or fined the par­ ents have backed these teenagers In telling the patrolmen what they would do to them if they reported them or said anything to them again. The parents of this teenager should be glad that the officer took her in hand. I'll bet any amount of money that this Is the first beating that thia girl has had in ages. I say hats off to this officer and all the rest of them that are courageous enough to knock the hall cut of the hoodlums. If we had more patrolmen and teachers that would knock them down when they got out of hand we could walk the streets.of Har­ lem without fear. The Negro shop steward pulled out the brace from his up­ per jaw. “You see this,” he said, “it would have cost me about $300 but I got it free from the Cen­ ter.” All the amenities are en- joyfifi by all longshoremen with­ out any distinctions, he empha­ sized. How many longshoremen are there? Only a guess could be made because, nowhere do rec­ ords Indicate racial origin. So the reporter was told that about 2000 ot the 8000 longshoremen were Ne­ groes. "Tony was a fighter.” another Negro member said. “I was on the negotiating committee with him. He fought for his men black and white. Negroes don’t have special treatment but equal op­ portunity.” Down at the docks there was evidence of this equal opportun­ ity. Of some 50 shop stewards 6 were Negroes, one said, and there were Puerto Ricans, too. Shop stewards are in charge of the whole pier. Tell My Men “Even bosses listen to me. I tell my men what to do and where to work,” one Negro shop stew­ ard said with evident pride. “The proof of the pudding is in the eat­ ing,” he stated. There was a longshoreman who iert the’ docks in the old days and later came back under Tony’s re­ gime. “Tbings are much better now.” he said. “You can drive a tractor, be deckman, or gaugway- man and not just work in the hole.” Moreover, “the colored man doesn't have to take just what’s left. Mrs. Elsie Bryant is the first Negro Woman to be nominated in Nassau County, for a school board post. Mrs. Bryant, is supported by a group named “The Citizens of Malverne School District 12 committee for Lakeview." The basic issue is to obtain representation for a resident for a predominantly Negro Lakeview on the Malvern School District. Mr. Ewell Finley, chairman of the committee said, “Maxium effort will be made to this end. To achieve this objection, we will conduct a massive voter registration getting all eligble residents registered for May elections.” In the last election, the seat went to Edward F. Nasierowkt, of the Lynbrook section of the district, who defeated Dr. Lloyd Del any, a Negro from Lakeview. Mrs. Bryant teaches English and social studies in Great Neck South Junior High. She received her bachelor’s degree from Tal- ledga College in Alabama Un­ iversity. She did postgraduate work in religious education at Union Theological Seminary She lives with her husband Roscoe and 7-yeaf-old daughter Denise in Lakeview. Bedford Y Gives Kids New Image The Bedford Branch YMCA Business and Professional Men’s Luncheon Club this week began a vocational talks project in co­ operation with SO schools in Bed­ ford Stuyvesant, expected to In­ spire the students and give them a new Image of themselves and their potential. Some 100 attorneys, realtors, insurance brokers, doctors and dentists, have signed up for the talks which will take them in groups of two’s and three’s to classroom discussions with the students. They will talk to the grade and junior high school kids about the need to stay in school; of the re­ wards that come from good edu­ cation; of the opportunities that await those well prepared. But above all the children will have the example of the success­ ful business and professional men as positive motivation that would help them acquire a new image of themselves and the heights to which they too could climb. Most of the children in school districts, 25-27 and 32-34, covered by the program are Negroes and Puerto Ricans. Charles L. Further information may be ob­ tained from the program office at the YMCA. „ Funeral services for Neville B. Lake, 49, of 188-11 Illion Ave., Hollis, were held Tuesday at Calvary A.M,E. Zion Church, 106- 16 New York Blvd., Jamaica. His remains were interred at Ever­ green cemetery. Mr. Lake, who died in Long Island Jewish Hospital after five weeks of Illness, was a partner in a Manhattan silk screen con­ cern and was respected as leader of the Jamaica Negro community where he helped or­ ganize the Intergroup Committee for Negro Representation. Jamaica NAACP He w as a member of the ex cutive board of the -Jamaica NAACP and won the branch’s 1962 award as the individual obtaining the most new member­ ship. His serviving fiends plan to memorialize him by completing &n NAACP life membership in his name which he had begun payment on before his death. Mr. Lake was also recording secre­ tary of the Queens County Youth Athletic Center of Jamaica. Inc. A creative designer, Mr. Lake won numerous admirers for the distinctive personal postcards he executed. His tastes also ran to the writing of poetry and prose. Among his last activities was the successful promotion of the Queens County Youth Center’s dinner in February. Mr. Lake, a native of Jamaica, W. I., is survived by his widow, Erma, their 2-year-old son, Barry, and Mr. Lake's three sons from a previous marriage, Keith, Bruce and Quentin.
