A spokesman of the committee said it was “very possible" that demonstrations at 135th St. and Lenox Ave. would be reopened, if the city fails to take action on the committee’s proposal to open building trades unions in the city to more Negroes and Puerto Ri­ cans. The proposal, sent to Mayor Wagner, called for the admis­ sion of all qualified Negro and Puerto Rican Journeymen into the unions and the opening of apprenticeship programs to mem­ bers of both minority groups at twice their proportion to the city’s population, the spokesman The committee made its pro­ posal after it noted that Utile or no progress has been made by the special “action panel” ap­ pointed by Wagner to probe char­ ges of bias in the construction industry. The panel of three men. one of whom is former Judge Samuel R. Pierce Jr., a Negro, was to submit a report to Wagner last week, but failed to do so. AMSTERDAM NEWS, Sat, July 13, 1963 They're Re-Constructing ■ Construction In Harlem! “We’re not going to settle for one per cent less than the 25 per cent we asked for — and that means in every job category.” This Is the position the Greater New York Coordinating Commit­ tee for Equal Opportunity on em­ ployment of Negroes in the cons- struction of the new Harlem branch of Manufacturers Hanov­ er Trust Company when It re­ sumes talks Thursday with the Building Trades Association and the bank’s builders, Kuhn-Smith- Harris, at 41 E. 42nd St., the as­ sociation's office. The committee, the association and the construction company met for a total of seven hours Monday and Tuesday, but reach­ ed no decision on the employ­ ment of Negroes on the site of the new branch at 125th St and Eighth Ave., cattycorner from the present branch office at the northeast corner of 125th St. and Eighth. Bishop Alvin A. Childs, chair­ man of the committee, and co- chairman Rev. Nelson C. Dukes and Arnold P. Johnson said that any compromise Thursday on the B per cent quota would not be accepted. , "We would not consider it a settlement nt all H sua offer was made for less than 25 per cent,” the three officials of the commit­ tee told The Amsterdam News. The three said they would fol­ low "previous procedures” of picketing the construction site if no agreement is reached Thurs­ day and if constructive resumes. Talks had shown promise Mon­ day, they said, but ground into a stalemate Tuesday when offic­ ials of the construction company and the trades association failed to make any agreement on the employment of Negroes on the $300,000 bank branch. It was reported that Frederick Smith, president of Kuhn-Smith- Harris, had offered to hire either 25 per cent Negroes or Puerto Ri­ cans at the site, but this was rejected by the committee.
