ALBANY — Who wants to
stand In line for a couple of
boors outside in the cold?
Apparently many thousands of
automobile owners want to or
are going to be forced to do so
on January 30 and 31, the last
two days upon which they may
renew their registrations for 1963.
January 31 is the deadline after
which 1962 registrations will go
otd of style.
Registration renewals have
been the slowest in years, Com
missioner William S. Hults of the
Department of Motor Vehicles
says, with most of the Depart
it’s issuing offices running
from 10,000 to 12,000 behind last
year’s Issuance at this same date
"We would Wke to eliminate
these waiting lines,” the Com
missioner said, "for we want to
make renewal of registrations as
convenlebt as powible for the
owners.But we are stymied If
people wait until the last moment
to do what could have been done
since last December 1, when the
1963 tabs first went on sale.

ALBANY - New York State’s
"Uniform Traffic Ticket" has
been revised and will be put to
use throughout the state, except
in certain localities, shortly.
Commonly termed the "non
fix" ticket when it was first in
troduced In 1864, the new edition
has been developed by the State
Department of Motor Vehicles
and incorporates suggestion*
mad* by magistrates and police
official*.
Easier to use and more effic
ient to administer, the ticket is
actually a packet which contains
five ez.bonised pages, one of
which is a simplified Information
tar ns* in prosecuting moving
traffic violations. It was made
possible by action of the Legisla
ture last Spring when the law
makers amended the code of cri
minal procedure to permit the
filing of a simple complaint.

The packet is 8 by 4 inches in
size for convenience and most of
the information in it will be writ
ten in by the arresting officer at
the time of the arrest. The court
clerk fills out the rest.
The first page of the five will
be handed to the alleged violator
by the office. The second wiU be
the complaint which is sent to the
court. The third is the certificate
of conviction which first goes to
the court and then relayed by the
court to the Department of Motor
Vehicles if the violator is convict
ed of the charge.
The fourth page is a copy on
which the court indicates the dis
position of the case and transmits
to the police agency, while the
last copy is retained by the ar
resting officer.
