That’s a question that’s pretty hard to answer but we like to think that they have been talking to each other. And if they have been talking we’d like to suggest that they say a few words to the Governor of Alabama. :». j y And we certainly would urge him to listen and mark their words carefully. The Governor of South Carolina was sworn in the other day and he promptly invited the citizens of his state to drop in at the State House for a bit of lunch and they did just that. They dropped in in large numbers including a large number of Negroes and the Governor and the members of his staff treated the Negroes as guests, just as they did all the rest of the people who dropped In at the State House. Now sophisticated New Yorkers, unsophisti­ cated In the ways of the South might say so what? What’s wrong with that? < ., ... Actually there is nothing wrong with it but it Is So new in the South that it is worthy of judicial notice. By the same token the Governor of North Carolina as he was being sworn in to office made the profound observation that Negroes are entitled to and should have equal opportunity in America and then he proceeded to ask his fellow Americans in North Carolina to give it to them. ' Here again this might not sound unusual to New Yorkers, universed to the ways of the South but in the South itself this was something new and novel and we might add it was all good. Now if any one doubts that the position taken by these two gentlemen is noteworthy all they have to do is to move a few hundred miles to the south and west and observe the statement made by the Governor of Alabama as he was sworn into office. The Alabama Governor is quoted as saying that integration “can bring nothing but disgrace to our atate, military law upon our people and political demagogy to the leaders responsible.” After viewing the Governor of Alabama’s state­ ment one can see reason why we should want the Governor of Alabama to sit down and talk with the Governors of North and South Carolina. Diplomatic Immunity Judge Edward Weinfeld, in what is certain to be a far reaching decision, ruled last Wednesday that, the diplomatic immunity which this nation and other nations give ambassadors and ministers does not extend to the attaches and other lowly personnel of the ambassador’s and minister’s staffs. Judge Weinfeld said in his decision that “the founding fathers of our Constitution did not visual­ ize an international organization such as the United Nations and that the Constitution of the United States and later the federal statutes which have strengthened it provided diplomatic immunity only for diplomats assigned to the U.S. such as Ambassadors and public Ministers.” He added that an attache had no claim to dip­ lomatic Immunity because he is “not serving any function to the U.S. government.” He further added that “if persons at the at­ tache level are guaranteed diplomatic immunity it throws open the door for the entry into this coun­ try of all kinds of people Including saboteurs and spies who could commit any kind of a crime and escape conviction because of diplomatic immun­ ity.” , We agree with Judge Weinfeld. We are for dip­ lomatic Immunity. * But let’s make sure we give It to diplomats. For too long now, and in too many instances, we have seen personnel from other countries com­ mit acts ranging from just plain tomfoolery to manslaughter on or against citizens of the U.S. and watched them go scot free. It is shocking enough when a person of bona- fide diplomatic Immunity commits murder or man­ slaughter and goes free but it shakes the very foun­ dation of the community? when that same person escapes punishment under a dubious claim to dip­ lomatic Immunity. Once there were some 50 nations in the U.N. and now there are more than one hundred. neh nation has brought to the city some 5 to * 60 persons and each one of those persons Jumps in­ to a car and claims diplomatic Immunity, whether ha be a mimeograph operator in the mailing room or a substitute clerk In a stenographic pool. It was time that somebody diplomatically drew a circle around diplomatic immunity and we are W happy that Judge Weinfeld had the courage to do it + I ... But Some People Won’t Even Listen! V /' • .J Another Angle Teacher Brutality — By JAMES L. HICKS (See story page one) 1 While we are waiting for a new superintend­ ent to take over our schools a problem which plagued the former school superintendent and al­ so enraged the decency of other New Yorkers has flared up again, this time in Queens. This time it involves teacher brutality. And teacher brutality is more deplorable than police brutality because invari­ ably teacher brutality involves bru­ tality to innocent children whereas police brutality often is aimed at hardened adults who are often crim­ inals. According to the admitted state­ ments of the principal, a male adult teacher at P.S. 134, Hollis, Queens, punched, beat and kicked a 10-year- . * bicki old fifth grader in his classroom in plain view of the other members of his class. And, we hasten to add, in stark violation of the rules of the Board of Ed­ ucation. • . v , This to our recent memory is the fifth case of this kind that we. have protested against in this newspaper in recent months and in not one of these cases can we say that the Board of Education or any other official high in the school hierarchy has acted with the firmness that the situation de­ mands. We don’t care what the circumstances are. A teacher who commits such an act against a child has no business being in the school system and any one in the system who supports, defends or shields him is also out of place. We have said it before and we say it again, there are students of all races in New York City schools who pose difficult problems to their teach­ ers. But we submit that there are employees in every business who present difficult problems to their employers. There are citizens of New York who present difficult problems to the/Police Department. There are communicants in our churches who present difficult problems to their pastors. And there are nations in the world who pre­ sent difficult problems to other nations. In every instance the test is the same. The world is looking for people who can meet the difficult problem and master it. We must have those kind of teachers. Teachers are leaders and when leaders reach the point that they lash out in blind rage and be­ come part of the school problems instead of solv­ ing the school problems they are no longer fit to be teachers. If the facts in this case are true, as presented and every indication suggest that they are, we urge the Board of Education act at once. And the punishment should fit the crime. (ADDITIONAL EDITORIALS) Agencies Awake! The callousness of the slumlords of the Bedford- Stuyvesant area is bad enough. They apparently have no regard for the law and treat summonses with disdain. What is worse, however, is the lack of inter­ est displayed by the agencies — Health, Buildings, Water Supply, Gas and Electricity - when poor ten­ ants appeal to them. Our offices here in Brooklyn are constantly vis­ ited by poor people who come to us as a last resort, after they have appealed to the landlords, the agen­ cies and sometimes the police, without any results. Two weeks ago a group came in stating that there was no glass in the windows, the hallways were filled with garbage and the pipes were frozen. Their ap­ peals in all directions had fallen on deaf ears. Borough President Abe Stark has taken this mat­ ter up, and in one case actually helped to see that a landlord was penalized. But that is not enough. For several little people who seem to have no rights, no friends and continuous colds, something must be done. At least the Mayor should know what some people in the agencies are doing instead of perform­ ing the service which they are supposed to. Let those agencies wake up and do ther jobs. The Church In Race Relations The following are some of the highlights of a speech delivered by Whitney M. Young Jr., Execu­ tive Director of the National Urban League as a member of a panel for the National Confer­ ence on Religion and Race which met in Chicago last week. It is no longer the atheist, the bitter and the maladjusted who identify the church as primarily a social institution or who speak of eleven o’clock on Sunday morning as the most segregated hour in America. The fact that it is easier to integrate a chorus line at a burlesque than it is a choir line at many fashionable churches has be­ come real and dis­ illusioning to schol­ ars, professional practitioners and ordinary citi­ zens who have dedicated them­ selves to the removal of racial in­ justices in our society. YOUNG It is no accident that kneel-ins at churches were preceded by sit-ins, wade-ins and study-ins at all the other institutions in our society. ... At this moment in history we can both actually and tech­ nically remove all of the racial barriers to employment, hous­ ing, education, public accommo­ dations, health and welfare, and still—by ignoring the injustices and abuses of 300 years-the Negro will not in our lifetime achieve full equality. By WHITNEY YOUNG now be the same conscious and aggressive effort at inclusion that so characterized our insti­ tutions, including the church, all of these years in their fanatic efforts at exclusion. I appreciated very much hear­ ing a man of the cloth being specific about some of the prob­ lems of race-in this case hous­ ing discrimination. But I would inject a suggestion that the iso­ lation of a specific area for at­ tack is not only unrealistic; more important it permits others not directly related to that par­ ticular area to escape their re­ sponsibilities. Everybody’s Problem The reality situation leads those of us in practice to point out that this is not a single- faceted problem, nor is there a monolithic solution. Unless one has economic means he cannot purchase decent housing, whatever the opportu­ nity; and if one cannot get de­ cent housing in our urban so­ cieties, where most of our minor­ ity citizens live, then one is not apt to have the best in educa­ tional opportunities; and with­ out education one is helpless to secure the jobs that will provide him with the economic means to purchase housing. So, instead of each of us point­ ing out that it is someone else’s problem-usually that someone farthest removed from us—actu­ ally we should realize that it is everybody’s problem, with inter­ vention appropriate and neces­ sary at any level. In this connection far too many communities and their.in- stitutions-including the church —use the wrong criteria for judging progress. Nothing Noble They take solace and comfort in the knowledge that condi­ tions in their particular environ­ ment are not as bad as they are in another, and even feel super­ ior because of this. - New York prides itself on be­ ing better than Chicago, Chicago better than Atlanta, Atlanta bet­ ter than Albany, Georgia or Ox­ ford, Mississlppi-and these, in turn, boast of being better than Johannesburg, South Africa, a The only valid criteria should be the existence of justice and true equality. There is nothing noble in being superior to some­ one else. The only true nobility that really matters is being sup­ erior to your former self. I particularly liked Professor Heschel’s observation that rights are not something that one hu­ man being can either withhold • from or give to another. They, are not his to dispose of. Rights, therefore, must be seen as God- given, and he who stands in the way of another blocks not only the natural aspiration of man but also sabotages the will of a higher authority. I would expand on his state­ ment that the shot-gun blast fired in the home of the parents of James Meredith should do more than make us cry for shame.
