SCHR Finds Bias Cause In Union The State Commission for Hu man Rights has found probable cause in a complaint of racial discrimination against Local 28 of the Sheet Metal Workers In ternational Association of Great er New York and the Joint Ap prenticeship Committee represent ing the Employers’ Association in the Sheet Metal Industry. As a result, SCHR Chairman George Fowler said that a con ference was held last week and the Apprenticeship Committee, made up of union officials and employers, has agreed to dis cuss proposals made by SCHR in rectify the situation at a membership meeting on August 15. Queens Man If the SCHR terms are not accepted by the union, an im mediate public hearing will be called by the state anti-bias a gency in the complaint of James Ballard. 23, of 41-12 Vernon Bou levard. Long Island CMy, Queens who has charged that he was denied membership in the un ion's apprenticeship program, a prerequesite for getting employ ment as a sheet metal worker. A State Labor Department tost of Ballard found he was quali fied for entry jnto the union’s apprenticeship program. ' Ballard applied for apprentice training last year but was never called, because of an assertedly long waiting list. The Attorney General’s office charged that he was not called because of his race. No Policy John Mulhearn, recording sec retary of the union, told The Amsterdam News this week that the union has no policy of bias against Negroes, attributing the absence ot Negroes to their fail ure to apply. "No non-white has ever appli ed here before the Attorney Gen eral sent this Ballard boy.” he said. "There’s a law against dis crimination, and wo don’t break any law." "When Ballard’s time comes up." Mulhearn added. "We will call him." ' Mel Farrell, president of the union, had said earlier that the union was not considering tak ing any more applicants be cause of uncertainty brought a- bout by impending Wfotiations between the union and industry for renewal of labor contracts NAACP Leader Pulls Garbage.
