To Have JAB
The Nassau County Police De
partment will start operating a
Juvenile Aid Bureau September
1, County Executive Eugene H.
Nickerson has announced.
Nickerson’s announcement fol
lowed a conference with C o m-
missioner of Police James J.
Kelly after the state had ap
proved police JAB plans and
agreed to provide matching funds
for JAB operation.
"Creation of a Juvenile Aid
Bureau," Nickerson commented,
"is a positive ^approach to a prob
lem of national concern — the
youth who travels the wrong
road. We are hopeful for success
in meeting this problem. I am
grateful to the Youth Services
Committee of the Health and Wel
fare Council for its advice ln
organizing the new bureau, and
for the valuable assistance of
Judges Douglas Young and Bea
trice Burstein, and Mrs. Marie
Santagata, my Advisor on Youth
problems.
Lt. Edward Proctor, whose re
search study formed the basis
for the JAB plans, will head the
new unit. Initially, 5 men will
be assigned to the bureau, with
nine to be added in the near fu
ture.
The JAB plans call for an an
nual expenditure of 8150,000. Half
of which vtill be paid by the state.
The aim wf the unit will be to
guide and assist youngsters be
fore they get into serious trouble.
JAB members will conduct regu
lar patrols In the county police
district and will Investigate com
plaint; involving youngsters.
