By MARCELLE FOUQUET Dr. Verwoerd, the Prime Minister of the Union of South Africa, and Leader of the Afrikaner Nation­ alist Party, recently offered to take over the three British protectorates bordering the Union, namely, Basutoland, Bechouanaland and Swatziland. He said he wished to transform these states into “natural democratic states” with leg­ islatures that would “reflect the aspi­ rations of 1,200,000 Africans in all three areas and free them from the dictates of a handful of authoritarians.” The Machiavelian cyniscism of that provocative statement is plain to any­ one who knows Dr. Verwoerd’s inten­ tions, and to all who have heard of the refinements which the Nationalist Party have introdueed into the doctrine of Apartheid. The program of “Apartheid” is heading towards two objectives. First, it advocates the “parallel de­ velopment” of the different people of the Union of South Africa in their own areas, which means the absolute separation of the races. Thus, 85 to 90% of land is the exclusive domain of the 3 million whites, called Afrikans or Europeans. - - The unproductive members of the 13 million colored people or Africans—women, children, old. men—live on their reservations, while the active part of the colored population works in European areas such as the gold mines and factories, and lives in company housing. The ideal application of “Apartheid” would be ‘ to grant to the Africans a country of their own called “Bantustan”, composed of the three British protec­ torates required by Dr. Verwoerd’s Government. ** Supremacy Doctrine The second aspect of “Apartheid” is the “Euro­ pean Supremacy” doctrine proclaimed by Law and for a long time sponsored by the Church, that used to preach against the sin of miscegenation. There­ fore the first principle of Afrikaner justice is to deny equality between black and white. There is one code of law for white people and one for colored. The laws are in perfect accord with Divine intention, since God created men with different skins and therefore, they are assigned dif­ ferent roles. i— As a result, Africans are trained to become ef­ ficient servants and to accept an inferior status, so­ cially, economically and politically, but never to compete with the white man as intellectual equals. They must not be poisoned by the silly notions of human dignity and liberty. In fact, there exists the complete negation of social rights, without free choice of marriage, religion or profession. The great majority of colored people are not entitled to vote because of their low literacy. Those who vote are registered on separate rolls with the privilege of electing just four Europeans to the Parliament. “Pass Laws” According to the Africans themselves, the “Pass Laws” are still the most degrading rules in the entire system. Any African can be stopped at any time, by either policeman or white person, and be asked to produce his pass. The fact that he has not brought it with him proves him a criminal, which results in arbitrary arrest and detention without trial. We can legitimately wonder what the reaction of the “Free World” towards that revolting policy has been. If the 28 resolutions passed by the U.N. “con­ demning” Apartheid are of any significance, South Africa should now be considered an outcast among the nations. Yet, the Union is more prosperous and Dr. Verwoerd more provocative than ever. Is there a magic explanation to the apparent failure of the World opinion to influence the regime? It is a fact that foreign investors cannot solve the problem, but the Afrikaner Nationalists will change their minds about Apartheid when a major external pressure threatens their survival. The in­ itiative of an economic boycott remains to be taken by both most interested nations, British and United States. - ~ .
