ROBERT SHERARD, Liberal Let’s Go J We don’t know anyone who is fully satisfied with the actions of anyone else in connection with the civil rights bill now before the Congress. Certainly we are not. But our dissatisfaction is aimed more at the shilly shallying that has been connected with the bill than with the bill itself. Frankly, we thought the President’s first bill was a good bill. We also went along with the way the bill was strengthened in committee. And, finally, we still can support the bill which has now come forth as a compromise bill. law. The important thing is to get the bill passed into • • • , And that’s going to take some doing on the part , ' of all of us, from the President on down. Let’s get on with the job! Poor Plan The New York City Bar Association has offered a plan wherein the city’s judges would be appointed by the Mayor in the future, but from a list of names submitted to him by a special 15-member "Judicial Nominating Commission”. This would eliminate the election of our judges by the public in what the proponents of the reform plan say would lift the courts out of the mire of com­ mon politics. We do not subscribe to this plan. It would, if anything, place the selection of our judges in the hands of a small group of people who would not necessarily have to be any more com­ petent in choosing our judges than the “bosses” who it is claimed now do the picking. While the present system of choosing our city judges may leave much to be desired, we cannot but feel that leaving the choice solely to the leading bar associations could inadvertently lead to the elim­ ination of Negro and Puerto Rican lawyers aspiring to the bench, except in very few selections. Past performances seem to bear out this apprehension. This is a poor plan. r t Maryland Justice There is not much difference between Maryland justice and Mississippi justice if we allow two recent cases in Maryland to serve as cases-in-point. In one case involving three young Negro men who were charged with the alleged rape of a 16-year- old white girl, the Maryland authorities promptly came up with a sentence of death for all three. And they are now in the Maryland penitentiary awaiting execution of that sentence. All of this, in spite of the fact that records in the case raised some serious questions as to the young lady’s reputation for chastity and also raised doubt as to whether she waf forced into acts against her will. In the second case, a wealthy, white, socialite Maryland farmer, in plain view of many witnesses, took a walking cane and caned down a Negro woman who had not moved at his orders as fast as he thought she should. The woman died a few hours later and this man, after first being given 30 days to harvest his crops on his farm, was sentenced to serve six months in jail. Thus, on the one hand, three Negroes are given the death sentence on flimsy charges of molesting a white woman while a white man, who did not deny attacking the dead Negro woman, gets off with sit months in jail. Is there any wonder why Negroes In the United States are seething in protest? One Broom They Can’t Ride! You And The World Charles DeGaulle’s Chinese Romance By MARCELLE FOUQUET It seems that China’s erfeeping shadow will not be avoided for much longer, although her admission to the United Nations was put off again last week. France appears to be taking the first steps towards recognition of China, and it should not be considered another manifestation of de Gaulle’s arrogance og merely a devilish desire to annoy Kennedy. Washington officials are keeping an eye on his moves towards the irreparable. From Hong Kong and Paris hints are whispered. First, a delegation of businessmen headed by a prominent diplomat went to China and was briefed by de Gaulle before their departure. Secondly, a former Prime Minister, Mr. Edgar Faure, has paid his second visit to the “outcast”, and he is even mentioned to be the first French Ambassador to Peking Thirdly, the French have been trying to persuade the Americans to relax their opposition to China’s admission to the U.N. All these facts cause a certain nervousness in American circles. Although they denounce an anti- American cabal in Pars, there must be a number of uncomfortable consciences at the State Depart­ ment. Adlai Stevenson’s speech before the U.N. was quite revealing in this respect. It was written for home consumption and not from the hearjt. The problem of China has proved to be the great paradox of this decade. President Kennedy has described China as the “Great menacing Force” and the permanent threat to world peace. Yet, faithful to the policy maintained since Truman, his administration has resisted with a remarkable stubbomess any action which would bring China out of its dangerous isolation. “Skin” Game Even more irrational is the attitude of taking slightly the calamitous eventuality of an alignment of global forces on the basis of racial differences. The West has no conceivable interest in accepting the rules of the “skin game”. Nor has China, and actually the Chinese have notably altered their arrogant attitude towards the capitalists. Even the long-time Japanese enemy is now in process of establishing trade relations with Peking. The Chinese leaders are still struggling with the tremendous dislocations caused by the failure of the “Great leap forward” in 1959, when economic progress was advocated at any cost. Because of its economic troubles. China has little to offer to Asia but revolution. And times have changed. East Asia and Africa no longer respond so readily to the Communist cry for liberation. Mao Blocked The colonial masters have moved out, and to Mao’s disappointnqent, the Chinese cannot move in. The emerging Afro-Asian nations are not for Peking or anyone else but themselves. Younger elements in Peking have realized that violent diatribes against imperialists, or the Soviet “neo-imperialists” or the white race in general are not sufficient to assure their own survival. Also to maintain their prestige in. the Com­ munity of the “have-nots” which they are trying to rally to their cause, they must be able, at least, to feed their own people. That is why China is courting some capitalist countries, and a wheat deal even with the “doomed” American enemy may not be so far off. Two Chinas The mam obstacle to Washington-Peking under­ standing is the problem of Nationalist China. Mr. Stevenson remarked that if the admission of Com­ munist China involved putting aside Nationalist China, that would amount to giving Communist China a hunting license to dispose of Nationalist China. *Tn fact, the U.S. is now moving towards a “two Chinas” solution. It has been trying to make Formosa an independent viable entity. If that hap­ pens, the Nationalists might seek a deal with their compatriots on the mainland, rather than lose their Chinese nationality. This assumption is based on the secret pride that they feel towards Peking’s accomplishments, although they are strongly anti­ communist. On the other hand, the Red Chittese have regularly reiterated that the Nationalists were “members of the great family of the Motherland, who are prevented from returning to the national fold by American impostors and their lackeys.” A truce may come after the regimes of Chiang Kai Shek and Mao are ended and the problem of China is self-settled. MOMIY ORMR O<Y Along The Way Who Is To Be The Judge? There are signs that the nation, including more thoughtful ele­ ments in the Negro minority, is turning to a study in some depth of the so-called race problem. The upheavals of the past spring and summer, coupled with the magnificent and so­ bering March on Washington, have spurred inquiry and debate. Newsweek maga­ zine has performed a service by pub­ lishing its two sur- WILKINS veys on Negro and white opinion on the iss^ie. Some of the Negro opinion must have been hard for white people to swallow’. Certain­ ly, some of the white opinion makes Negroes gag. For many of us in the continu­ ing struggle, one of the most in­ furiating of the attitudes is that embodied in the question, “How much equality is the white man willing to grant the Negro?” What right has a telephone line­ man in Texas, a housewife in Idaho, a truck driver in Florida or an accountant in Michigan to decide how much equality an By ROY WILKINS American Negro shall enjoy? The lineman might have finish­ ed a vocational school and a term as an apprentice. The housewife might never have finished high school. The truck driver has mus­ cular coordination and can read bills of lading and highway signs, while the accountant can total up a column of figures and compute the net worth of a business. Their families may have been in this country for as long as 150 years or as short as 25 years. There is nothing of disgrace here, but nothing of distinction, either. There is whiteness. On every other count, an American Negro might equal or excel these judges, but he fails on one—he is not white. He has been an Ameri­ can 344 years and has given full measure to his country, but he is not white. And here is one of the great rubs in the racial picture. The Negro insists that despite their numerical superiority and despite the political, economic and social structure they have created to sustain their view, white people cannot “grant” or “bestow” the Negro’s constitutional rights as a citizen. If Negroes were not citi­ zens, but merely a group within a society of citizens then that so­ ciety might well decide their status and their privileges. One of the great obstacles to progress is not police brutality or political obstinacy, but the under­ lying idea that produces and sus­ tains these and other visible oppressions. Ghettos are drawn because of an idea. Troopers are brutal because of an idea. Civil rights opponents, whether in legislative halls, editorial rooms, civic associations, parent-teacher groups or churches, are there be­ cause of an idea. A vast program of education would seem to be in order inside and outside the race. The Negro citizen, if he is to achieve the final victory in the struggle for •decency and dignity, must mount an assault on the idea level. , < This has always been neces­ sary, but up to now the necessity for combatting physical obstruc­ tion has been imperative. The next phase will require leaders and followers who have some­ thing more to offer than subjec­ tive sensitivity and high decibel vituperation. Tribute To A Cop Sir: The other day, I visited Harlem for the first time per­ haps in a decade to attend fun­ eral services for the “dad” of one of my co-workers in New York Ctfy's Dept. of Public Works. I was overwhelmed by the sincerity of it all. The folks, who turned out en masse, from all walks of life to pay tribute to a simple. God-fearing and home-loving man, the late Ptl. Earl (Sonnie* Carter, “A Cop’s Cop. a Good Cop. . He com­ manded respect and gave respect in return! Sonnie was a complete strang­ er to me and only through his daughter, LaVerne, strickened by polio at two, and yet given a good college education, like her older brother, Earl, I came to know a personality beloved by all during his thirty-three years of dedication to the police force and his popple In Harlem. . .he held the same beat all this time in the old 32d Precinct. From my observations and conversat­ ions of those who paid tribute to Sonnie while he reposed and at the time of his imposing fun eral services, imposing in the fact that it was simple but mark­ ed by tenderness and the equi­ valent of an inspector’s funeral, This for an ordinary patrolman. But Sonnie was not ordinary in the books of mankind and God. So, if you please, might I give my mortal feeling of im­ pression thia “stranger” to me before I met him. even in death, so that your readers, perhaps, can feel the humbleness of a man, who was great in the eyes of those who really knew him and his family. The tolling bells oFSt. Martin's Church had a sad ring to them. Their message was understood for the mighty and the humble, white and black. Catho­ lic, Protestant and Jew, all re­ flecting the image of Our God, made their way Into the flower- 'festooned Church. The 160 smart- Uy dressed patrolmen, all white- gloved, led by two inspectors and three captains, formed a color­ ful procession as they came to say “Goodbye to One of Our Own.” Integration was at its best, the whites and blacks mingling the way they should in ordinary life. Dr. John H. Johnson, rector and police chaplain, who spent his youth with the deceased, out­ lined the background of a “Faith­ ful, Loyal and Dedicated” com­ rade reminded all. particularly the family, “One day we all will be together again.” He summed the feelings of Sonnie’s legion of friends. , and they were present in the chapel. "He fell faithful to his duty." He told how Sonnie was going to retire in another year. . .“He was a fine man, greatly In love with his wife, his children and grandchildren and his fellowman. . .’’You felt tears coming down; you looked at the family. . .so stoic, so understand­ ing, as they, too, wiped away tears. The formidable array of cops, ordinarily a tough bunch, were visibly touched. Then the Rev. Clinton C. War­ ren, St. Albans, who worked the foot patrol for 25 years with Son­ nie. “the greatest friend you could have,” described the untarnished character of Earl. He read, de­ liberately and poignantly, the tribute by the Guardians As­ sociation, a resduti'*" that in part said: "(Sonnie) was a man who believed In coming straight to the point. He set an example for all police officers to follow.” Dr. Johnson then reminded the Carter family that "They must be strong in faith. . They must pray to God for comfort." In his benediction, he urged the police­ men, "Have faith in that which is good. Help the af’Vcted. Honor all men. But many teachers must defend themselves with their bare hands when your Ne­ gro children aseault them with knives, chains, Irons that they pull from their desks. Why do Negroes carry weap­ ons? Why? Why? Why? And should the NAACP and other Ne­ gro organizations be responsible for brutalities by your children to teachers? Another point is, you are mak ing your children Increasingly bold, brazen and pompous by such articles. Because of this barbarity and jungle manners of your Negro children, encouraged by such as you, this Is the rea son teachers don't want to teach your children. Things will be dif­ ferent when they het like human beings and you should not en courage them to act otherwise.
