Clay* Maxwell sat on the Presi­ dent's left, at the end of the row in front of him on the dais. The Rev. David N. Licorish of , Abyssinian Baptist Church, who . did not sit on the dais, complain­ ed Sunday that “not a single Ne­ gro” spoke at the dlnaer. He also charged that Negroes I were "shunted off to the side" in the seating arrangements. The Catholic News, New York’s Homan Catholic weekly newspa­ per, took sides with Mayor Wag­ ner last week in rejecting pre­ ferential treatment as a device to accelerate employment of Ne­ groes in fields In which they either do not work or do so in small numbers. In an editorial in its Oct. 31 edition, the newspaper said "it was encouraging to hear Mayor Wagner say that he has not ac­ cepted” the statement of the City Commission on Human Rights in calling for preferential treatment for Negroes. It was the commission’s chair­ man, Stanley Lowell, who ad­ vised the adoption by the city of a policy of advocating the em­ ployment of qualified Negroes first to cut industrial and com­ mercial racial imbalance. Sees Discrimination It said the adoption of prefer­ ential treatment policy would re­ sult in "discrimination against non-Negroes in hiring policies.” "This is no way to redress discrimination against Negroes,” the Catholic editorial said. "If discrimination in one di­ rection can be justified, then so can discrimination in the other direction.” Labeling its editorial, "Equal­ ity Is For All,” the New York archdiocesan publication conce­ ded "Americans still have a long way to go in providing equal opportunity to Negroes,” but said the struggle "must also be car­ ried on intelligently." Equality for An While the Catholic newspaper said it has never been too sur­ prising t o hear "private civil rights groups call for job quo­ tas,” the call for equality must be based "on some very funda­ mental principles” of equality for all. The newspaper noted that it didn’t agree also with job quotas, but did not suggest what step might be taken to expand employment opportunities for Negroes and other nonwhites.
